So I know a few people are against the idea of implementing a Mangekyou Sharingan system (ahem *the almighty god Kawiie*) but I believe that it is an integral part of the Naruto storyline and with a few particular nerfs, could provide a new and fun element to Uchiha RP'ers.
First of all, the most powerful upgrade a character can receive currently is either from mastering sage mode or becoming a jinchuuriki. Sage mode increases Ninjutsu, Taijutsu, Genjutsu, Strength, Speed and Power by 2, which is a total of 12 stat points. Jinchuuriki's gain access to a larger stamina pool (mastery stat) and also new and unique jutsus. They also all are able to use Bijuudama after a certain mastery level.
In order to incorporate the Mangekyou Sharingan fairly, I think that it should be slightly weaker in comparison to either of these upgrades in case an Uchiha learns sage mode or becomes a jinchuuriki. I also believe that there should be a very high requirement to unlock mangyeko.
Alright, so three tomoe sharingan requires 5 control and sage mode requires 10 total stamina this is a total of 56 exp points spent. To be fair I think, mangyeko users should have at least 8 control which is 70 exp points (Most Kages cap their highest stat at 7!) and that there should be also be an added mastery stat which dictates skill, number of jutsu, and blindness, let's call it ocular development.
They start off with a 1 on their ocular development stat and are able to use 1 mangekyou jutsu. They can increase this to a 3 and then get their second jutsu using the typical EXP to stat conversion. However, once they upgrade it to 5 they begin to lose their vision. And then at 7, they get susanoo but are further along in terms of blindness. And at 10 they are the blindz0rz. This would be represented by deductions in accuracy. Of course there's the problem that this would encourage people to simply stop adding to the stat once they reach 3 and allow unlimited use.
Another problem is concerning blind characters and eternal mangekyou. But that is for another time.
