The jutsu user creates a thunderstorm using Kumoton: Gofuu no Jutsu. They then use their chakra to force a tornado to come spiraling down out of the clouds, and continue to use their chakra to move the tornado as they please. The tornado's size and strength vary depending on the jutsu user, with extremely strong shinobi able to destroy entire villages using the tornado. In order to maintain the jutsu, the user must hold the last seal for as long as they want the tornado to be there. This jutsu drains massive amounts of chakra from the user.
