So, I've come to the conclusion that there exists no good Pen & Paper rpgs featuring Naruto, which makes me sad, as I love both. Therefore, I have decided to try and make my own. I've made a lot of systems for Pen & Paper before already, so it really shouldn't be too hard. If anything, it'll probably just be time consuming.
However, to test it when it's done, I will need three players, aka a full Genin team. If anyone wanna help develop and/or playtest the shit out of this idea, feel free to comment on this thread :3
ANYWUSS. I've made a list of the things I will need to figure out as some of the most basic things. Though I have already answered most of these myself, they are still a work in progress, and I would love input and criticism.
Here's some possible stats and what they might do:
Strength - Physical strength. Adds to damage of Taijutsu and possibly health.
Quickness - Physical speed and reaction. Helps determine overall movement.
Physical Energy - Physical Endurance. Helps determine stamina.
Spiritual Energy - Helps determine stamina. Possibly mental endurance
Perception - Senses, both mundane and supernatural
Intelligence - Learning capability
Control - Lowers chakra cost for jutsu
Power - Adds to power of Ninjutsu
SPECIAL STATS:
Health - Basic Hit points. May be determined by Strength, Physical energy and another factor, such as a multiplier
Stamina - Total chakra/stamina to use on jutsu. Determined from Physical energy, Spiritual energy and another factor, such as a multiplier.
Speed - Total movements. Determined by Quickness and another factor, such as a multiplier
OTHER POSSIBLE STATS:
Ninjutsu - Required to learn Ninjutsu
Taijutsu - Required to learn Taijutsu
Genjutsu - Required to learn Genjutsu
I would say make it either a D6 or D10 system, with dice pools, meaning that your stats and other bonuses add dice to your pool, but no matter what you only use one type of die.
I'd say either go for a 1-5 or 1-10 for main stats. If we went with the 1-5, we could have .5's in there, so it's actually still a 1-10 system. This is based on the databooks, where stats are calculated from 1-5 with halves in between.
For such things as Health and Stamina, we might add an x10 and x100 as the extra factor in determining the values respectively
For Speed, it might be x5 or some other low number, that still makes it higher than the base stats.
Okay, my base idea for the system is that you choose a clan, as you would a race in most fantasy based rps... The clan give you access to special abilities, as well as two-three stat boosts of .5 (like... A Hyuuga may have Perception and Control + .5. Uchiha may be Perception and Power and so on and so forth). They then pick a specialty, like one would a class. This could be Taijutsu Specialist, Medical Nin, Sensor etc. Which also influences your character's ability to learn, as well as maybe some special abilities (the sensor obviously being able to sense, while a Taijutsu Specialist might be able to learn Taijutsu easier)
In battle, you use either D6 or D10 as stated earlier. For explanations sake, lets say D6.
EXAMPLE: Naruto has a power of 3.5, and uses Rasengan, which has a base power of, lets say... 5. He then takes 5 dice for the power of the Rasengan, as well as one die for each .5 he has in power (3.5 = 7 dice) for a total of 12 dice. He then rolls them, trying to get 5 or 6(8-10 with D10s), which counts as a "success", with each success being a point of damage. Lets say he rolls 6 successes out of 12 possible. This is quite good. However, before he rolls for damage, the opponent chooses if they wish to counter. If they do, they choose a counter jutsu and roll their own power stat + the jutsu's power.
Lets say Sasuke, with his 4 power and Chidori of Strengh 4, gets a pool of 12 as well (8 for stats, and 4 for the jutsu). As the two then clash together, both roll. Lets say Naruto rolls the six successes. This would normally be six damage dealt, but because Sasuke countered, his roll has influence. Lets say his roll managed to get him 4 successes. Subtracting this from Naruto's roll, we get 2 (6-4=2), so while he was not able to stop the attack, he managed to shave off some of its power. Of course, different counter jutsu acts differently. Since Chidori is originally an offensive jutsu, it might even hurt Naruto!
Let's say Sasuke actually rolled an outstanding 8, meaning he beats the Rasengan by 2 points, stopping the attack, while damaging Naruto for 2 points as part of his counter.
Now AGAIN let's say that Naruto did not just use the Rasengan, but the Fuuton: Rasengan! This makes him strong against Sasuke's lightning based Chidori, which adds 2 to his pool., which increases his chances to do damage. However, if Sasuke had chosen to counter with a Katon jutsu, HE would have gotten the extra 2 dice for his pool.
Of course, some jutsu cannot be used to counter, while some cannot be used exclusively for attacks. Lots of extra rules would be added depending on the jutsu, like how Chidori is supposed to be done with a charge, which leads to this possible rule: "To use Chidori, the user must be able to move at least two spaces in a straight line towards the target. Any excess space traveled yields a +1 to the dice pool. The user cannot move further than their speed"
Just would be gained through purchase using EXP, which are also used to raise base statistics.

You may want to be a Genius, which may grant you bonuses when you want to learn jutsu.... This may cost... 5 points, leaving you with five. HOWEVER, then you notice the Jinchuuriki option, which costs... 7 points, and swaps it, maybe using the remaining 3 points to activate the Sharingan, because apparently you were an Uchiha (xD)
Then there would be skills, which can be raised with skill points. I have no real example skills, and we may ignore this completely.
Then you purchase equipment for your starting money, based on rank, and you're good to go! In theory anywuss XD
